As president and CEO of CARE, one of the world's largest international relief and development organizations, Bell was responsible for overall policy, administration and fund raising, as well as for CARE's programs in more than 60 developing countries.
Prior to joining CARE, Bell was the president of the Edna McConnell Clark Foundation in New York, a private foundation that seeks to improve conditions for people who are poor and disadvantaged. Before joining the foundation Bell was a senior associate at the Carnegie Endowment for International Peace. He also served as president of the Inter-American Foundation, a public agency that supports grassroots development in Latin America and the Caribbean.
In the late 1970s, Bell was special assistant to the secretary and then deputy under secretary of the U.S. Department of Health, Education and Welfare. Earlier, he worked for the Ford Foundation for 12 years, including 10 years in its Latin American program.
Bell is a Senior Fellow at the Carter Center. He is a graduate of Yale College, and obtained a master's degree in public affairs from the Woodrow Wilson School.
